Westminster University Discloses NCAA Violation

On June 26, 2025, the NCAA Division II Committee on Infractions released its statement as part of a negotiated resolution of a single Level I violation by Westminster University's former men's and women's track and field head coach Dan Quinn.

In 2024, Quinn violated the NCAA's principles of ethical conduct when he knowingly directed an academically ineligible women's track and field student-athlete and multiple men's track and field student-athletes to compete under an assumed name or with intent to otherwise deceive. Additionally, the institution provided actual and necessary expenses to the women's track and field athlete even though she was ineligible for competition.

In July 2024, these issues were brought to the attention of the Rocky Mountain Athletic Conference (RMAC), who in turn sought guidance from NCAA enforcement staff on how to conduct a preliminary investigation of the potential violations. On August 20, 2024, NCAA enforcement staff issued a written notice of inquiry to the institution and began a collaborative investigation. During the investigation, Quinn was forthcoming and took full responsibility for his actions. As a result of this investigation, during which Westminster cooperated fully, the institution and Quinn began fulfilling the penalties listed below.

Westminster has agreed to the following penalties: public reprimand and censure through the public release of the negotiated resolution; two years of probation, during which time the institution shall continue to conduct education for all athletics personnel and athletes on NCAA legislation and the institution's compliance director shall attend NCAA Regional Rules Seminars; submit a preliminary report to the NCAA setting forth a schedule establishing this compliance and educational program; inform prospects for the men's and women's track and field programs in writing that the institution is on probation for two years, detailing the violations, and provide additional information regarding the violations and penalties before an official paid visit or before a prospect signs a written offer; publicizing specific and understandable information regarding the nature of the infractions along with a link to the decision; scholarship reductions; vacation of team and individual records; and a financial penalty of $2,500 payable to the NCAA.
